[arin-ppml] Petition for advancement of Policy Proposal #110 to Draft Policy status

I'm not planning on supporting this one either.
I can appreciate the concepts of helping small organizations with v6
transition, but this is the most complex proposal that I have ever read and
it's difficult to ascertain what the author is actually trying to accomplish
for the end-game. It also has the longest rationale that I have ever read.
The composition of the AC includes smaller organizations and it was still
abandoned. I think I trust the AC on this one all considered.
Here's what happened at the relevant AC meeting:
"It was moved by OD, and seconded by RS, that:
The ARIN Advisory Council, having reviewed the proposal entitled
Preservation of Minimal IPv4 Resources for New and Small Organizations and
for IPv6 Transition¹¹, abandons it. The Council requests that the President
advise the community of the availability of the Petition Process."
