I agree also; confrontational approaches will most likely fail.
I more suggest that ARIN find every way possible to incentivize use and migration to IPv6!
As we approach the end of IPv4 space, should an IPv4 allocation also require a corresponding IPv6 request and/or an IPv6 migration plan?
