I thought I had already made clear what I thought needed to be removed
from the suggestion. It is a question of the permitted uses I feel should be
removed rather than anything I think should be added.

A set aside policy should limit address utilization to those uses which provide
the largest number of subscriber transitional service per address and not
given to anyone with just any public accessible server.

Additionally, the very high bar (justification of a /20 for purely transitional
purposes over 3 years) should be much, much lower and the minimum
allocation unit should probably be no larger than /24, probably smaller.

I understand the concern about aggregation, but, frankly, IPv4 is running
out of addresses and the tradeoff is efficient utilization of what is left vs.
aggregation. If we're going to have a meaningful set-aside, then, that
set-aside will have to be used in a manner that is not consistent with
maximizing aggregation if we are to avoid giving a huge unfair advantage
to very large organizations.

I suspect my opinion in this matter is directly in opposition to the opinion
of some of the other authors of the document and I accept that. I look
forward to a lively discussion in any case.
