We have been through this discussion numerous times.  IMHO the ISP is not only sometimes a valid contact but is often the most effective contact. 

There are many many organizations out who have not got a clue and who are operating networks with IP's SWIP'ed to them.  If you contact the actual operator they will not know what you are talking about and may refer you back to their "Internet Contractor" who will refer you back to the originating ISP who will explain things to the "Internet Contractor" and refer you back to them again.  

There is nothing wrong with listing the customer company name but with contact info for the "contracted" cognizant administrator.
