[arin-ppml] How bad is it really?

So to put a fine point on it, if an ISP listed themselves in all their
swips, in this round they would get all the e-mails, and if they clicked
on all the verification URL's be marked as "clean"?

I'm totally ok with that being the first step.  Emphasis on "first". :)
