I suggest revising the text of the policy that says"
The new assignment shall be sized to
accommodate their existing utilization in addition to their justified
additional growth space under section 4.3.6.1.
"
To instead say:

"The new assignment shall be sized to  accommodate the lesser of the
total address space they can justify under 4.3.3  and  the combination
of their existing utilization with their justified  additional growth
space under section 4.3.6.1. "

In other words,  that no matter what you return,  the size of the
address space you are assigned  should not be greater than what you
can justify  under the utilization criterion.
