This text is ripe for unintended consequences. Suggest this addition:
Any end-user that possesses an assignment smaller than /22 under any
part of section 4.3 shall not be able to get an additional assignment
unless they agree to return all existing 4.3 assignments [smaller than
/22] within 12 months of receiving a new assignment.
Unless it's the AC's intention that companies like IBM or Oracle
renumber their entire network simply because they happen to have
picked up a /23 somewhere?
