As with any business expenditure, opportunity needs to to balanaced
against cost. there are plenty of organizations who don't view this as
especially onerous. It is possible that it excludes users who might
otherwise meet the criterion but it's not that high a barrier to entry.
If it is also high enough to discriminate against some kinds of abuse
how bad a consequence is that?
