If you  received an additional  /21  between t=0 and t=1, sure.

The fee schedule currently indicates  'renewal'  is only incurred for
resources actually issued or transferred  during  that year:

"This annual fee covers all resources issued or transferred to the Org
ID by ARIN.  [...] The annual renewal fee is based on the rate at
which IPv4 addresses are allocated to the Org ID, and not on the
aggregate number of IPv4 addresses held by the Org ID."

So based on this:
t=1   Pay   no renewal,  since  no resources transferred or issued

t=2    Pay  $0  "renewal"
         Pay  $1250  for  IPv6  /48,  since it is the greater of the
two amounts.

So you see..  it is indicative of a disincentive to adopt V6.
The  IPv4  user  wanting an initial  IPv6 allocation incurs a
substantially large expense...
