Then start thinking about how you want to restructure ARIN's process
to facilitate route filtering and management by third parties because
with ARIN's current process, it and the other RIRs are the only ones
in a position to prevent a tragedy-of-the-commons style routing
explosion, whether that's a task ARIN should be doing or not.
