Let me put it a different way.
When registrants that were allocated 69/8 or 22.214.171.124/11 were trying to
negotiate with ISPs to remove bogon filters, did those ISPs ever respond
with a statement like:
"according to RFCxyz, these addresses should never be routed"?
Was there any policy of the IETF, IANA, ICANN or ARIN that was cited as
a reason why these addresses should not be routed?
