Send out automated emails every 6 months with a personalised
URL in each one. Ask them to click through to the web page,
confirm their details, and maybe add in a survey question
or two. If they don't do it within a week, send a reminder.
After a week send another reminder to the slackers. And
after yet another week, produce an exception report for staff
to follow up however they see fit, which could mean that staff
tell the automated process to tag all those slackers as
"NO RESPONSE TO CONTACT SINCE 14Mar2010" or some such.
A couple of man-hours to run the process every six months,
and a bit of development work up front.
I think that the idea is very WORKABLE and in fact, is pretty
straightforward to implement and to run with.
