While I like the encouragement intent of this policy, I see this may
be problematic for those folks that decide that deploying parallel
systems to implement IPv6 is better for their situation. For example,
I might choose to leave my existing IPv4 server farm as-is (possibly
depreciating them as IPv4 eventually fades away) and deploy a second
set of servers specifically dedicated to IPv6. While I end up
providing service both to v4 and v6 addresses, this policy will
penalize me for deciding to use this method of deployment.
