It would seem to me that such a meeting ought to be held in anticipation of
the IANA runout since we know that it's going to happen and we know that it
will happen sooner than later. Trying to reverse things post implementation
is harder than stopping them beforehand, IMHO. It also leaves a huge gap of
uncertainty if we wait until the actual event transpires.
