I think the concern is that policies are being worked on, but if they 
wait for the regular scheduled meetings, it may be to late to activate 
any of the policies. This is a suggestion that the AC meet when criteria 
is met, so that such policies can at least be processed and possibly 
(still not guaranteed) acted upon. The final assignment from IANA seems 
like a perfect time for every RIR to analyze where they stand and what 
policies need to be adopted for their remaining address space. For ARIN, 
this means the AC must meet.
