Hi Owen,
I think that over-complicates what should be a simple process. My
inclination is to give each ISP a /32 and when they -run out- give
them a /28. They won't run out any time in the near future (if ever)
and if need be the routing table can bear two routes each for all
several thousand ISPs in ARIN territory. ARIN could even reserve the
/28 containing the /32 for the next decade just to be sure.
