I encourage folks consider this proposal in light of the following scenarios:
1. What happens if IPv4 addresses become readily available via an
address transfer market? How will ARIN fairly make a choice between
those who have to buy their addresses on the market and those who can
get them "for free?" How will this impact the perception of
fairness/unfairness that the general public holds with respect to
ARIN's dealings?
2. What happens if an IPv4 addresses address transfer market fails to
develop? Could the existence of this policy impede the development of
an address recovery policy for underutilized address space? During
such a process, what will the impact be on the perception of
fairness/unfairness that the general public holds with respect to
ARIN's dealings?
