 > "ISPs may choose to enter the customer's name along with the ISP's

I still think a better wording would be :

> "^The customer^ may choose to enter the customer's name along with the ISP's 
> address and phone number in reassignments and reallocations in lieu of 
> the customer's address and phone number. The customer's actual 
> information must be provided to ARIN ^^ and will be held in 
> the strictest confidence."

This decision should be the asignee's decision, not the ISP's decision.  I believe in many if not most cases the customer's decision will be to tell the ISP "Do whatever is right.", but it is still the customers prerogative.
