One of the complications with ULA* is address selection, another is
arbitrary breakages like the above. Another is the inability to have
an actually unique (not just semi-unique) address block. Using GUA
everywhere just fits better, folks that want to drop it at their exit
for 'security' or 'privacy' can certainly do that.
