In the 2.5 years I've been on this list, the evilness of "legacy" resource holders has been discussed many times.

The contractual status of legacy address holders is ambiguous enough that aggressive attempts by ARIN to assert authority would be very, very expensive in multiple ways, including time, goodwill, and legal costs. 

In my opinion, the low key approach ARIN has been taking with the Legacy RSA agreement is the correct approach. It provides a mechanism by which legacy resource holders can sign up but does not try to force them to sign.

So, get over it. Stop salivating over address space held by legacy resource holders and get on with figuring out how to make IPv6 successful.
