There are many many niches where a small ISP operation can provide quite
comfortable revenues providing excellent service to a small number of
large customers. Low volume, High margin.
However:
I am certain any such ISP's have a real hope and plan on how to try to
obtain 200+ sites/customers. Its not like they made a business decision
to turn away the 200 site because they dont want to get any bigger.
As it stands, a new ISP without any IPv4 (which strikes me as a fairly
rate occurrence) has only to present a good faith credible plan and
intent to build their business and network past 200.
