Very quickly:
What would the requirement be if they are a new org, building an IPv6
only network?
I think that the current ISP requirement is satisfactory if it is
implemented by ARIN staff as written. I have a hard time accepting
that you are an ISP if you will never have over 200 customers.
Perhaps what we need to look at is the end-user requirements...?
