Hi Alex,

If I read you right, that more or less meshes with what I said: before
we consider charging fees based on routing table consumption, we
should explore changes to the allocation policy which might enable the
ISPs to accomplish the same thing independently.

I then added the observation that the *existing* allocation policy
that started with CIDR makes it practically impossible for ISPs to
resolve the disaggregation problem on their own.
