Just to clarify, for those who are not aware, while this virtual IP policy
was passed, it was suspended by the board.

This policy:
When an ISP submits a request for IP address space, ARIN will not accept
IP-based webhosting as justification for an allocation, unless an
exception is warranted. Along with the request, organizations must provide
appropriate details demonstrating their virtual webhosting customer base.
Exceptions may be made for ISPs that provide justification for requiring
static addresses. ARIN will determine, on a case-by-case basis, whether an
exception is appropriate.

Was changed to this:
When an ISP submits a request for IP address space to be used for
IP-based web hosting, they will supply (for informational purposes only)
their technical justification for this practice.  ARIN will analyze this
data continuously, evaluating the need for future policy change.

So while there is precedent for this kind of policy, ultimately, the policy
was effectively overridden and replaced by something much less severe.
