The devil is in the details here... can you provide more of them?

I'm curious what kind of an equation you, or others who support this,
would foresee in determining who gets how much IPv4 space based on
these various steps towards IPv6. I'm not trying to shoot down the idea,
mind you... I could support it. I just think this might not be viable.

IPv6 deployment for many ISPs, and many other businesses for that
matter,
breaks down to a process of testing and planning, and then holding that
solution in hand until the time is right. For example, an ISP could have
everything engineered and tested for IPv6, infrastructure in place or at
least the budget there to put it in place over the next fiscal year.
Still, everyone's going to want to make use of all the time they can to
train their staff, develop tech support knowledge, spread out costs,
flesh out backend tools, etc.

I find IPv6 testing and deployment has a "95/5" rule. By the time you've
done 95% of your testing and development to ready your business for
IPv6,
only 5% of that progress is visible to the outside world. The final 5%
of the work is basically 'turning it on'.
