This is just being pedantic.  Bill's design isn't an RFC so doesn't need a
working model.  It has obvious merit, however, and would not be difficult
to implement.  Should also note that IPv6 was at exactly the same stage at
one point.

One thing Bill's design has over IPv6 is immunity to "design by committee",
and particular immunity to IPv6 designers whose sponsors have a financial
interest in creating an artificial address shortage.
