You're right, but not for the reason you think.

That liberal allocation meant that a whole lot of people who were 
playing with IP decided to try to hook up to the global Internet, and 
the commercial Internet happened. Without them, it might still be a 
research-and-education playground.

See my earlier comments about reasonably-sized allocations for anyone 
who asks... I didn't suggest that *everyone* would need or get a /32.
