This reminds me of the acrimonious "basement multihomer" discussions on
nanog in the mid '90s.  The irony at the time was that many (most?)
of the then contemporary ISP's literally started out in basements
and garages. They had grown up and were then complaining about
newer startups who were trying to do the same thing.

The annual fees ($2,250/yr currently prorated to $562.5) are more than
enough to discourage people from being too casual about taking a routing
slot.   If someone is willing to pay that much to "play" with IPv6 when
you can't even give it away for free to the vast majority of IPv4
users...  we should encourage them as much as possible.
