Bear in mind that 8.3 only applies to IPv4, whereas 8.2 also applies to
IPv6 addresses and ASNs.
As Bill mentioned, I think this is one of many places in the NRPM that
could use some cleanup. Unfortunately, trying to do cleanup in the same
proposal as a substantive change causes even more confusion and
controversy, so I've tried to hold off on doing the cleanup until we get
finished with the substantive changes.
(Particularly as a member of the AC) I would love to see proposals from
the community indicating which areas of the policy manual, like this
one, are most in need of cleanup.
