[arin-ppml] Policy Proposal: Extend 16 bit ASN Assignments

If this part of the policy is to be changed in any way,
I don't see any value in retaining this structure:

> * Commencing 1 January 2007, 
> * Commencing 1 January 2009,
> * Commencing 1 January 2011,

Just state the way things are now, and the way
that they will be after 01Jan2011.

In fact, make it three clauses like so:

ZZ.1 this is how it is
ZZ.2 after 01Jan2011 the contents of ZZ.1 are
     replaced with the following:
     ZZ.2.1 this is how it will be
ZZ.3 on 01Jan2011 clauses ZZ.2 and ZZ.3 will be removed
