Right. So all organizations that have more than a /19
allocation from ARIN are negatively deficient IP
address consumers.

What do we do now?

Maybe we should force them to supply an IP address
audit report signed by a corporate officer? 

Wait! ARIN already did that and without any policy
discussion. Hmmm. Maybe this is not a policy matter
at all.
