Short answer is NO!
Longer answer is only if Verizon is willing to let you, which is
almost certenly NO, but you would have to ask them. If you
are a really big customer of other services you might be able
to, but still probablly NO!
Verizon is who ARIN has allocated the 65.248.0.0/14 block to,
you have a sub-assignement from MCI, and have no direct
relationship with ARIN.
