[arin-ppml] Draft Policy 2009-1: Transfer Policy (Using the Emergency PDP)

If the Board wants a policy proposed they simply ask someone to do it. Or, they advise the AC to do it as they did with the transfer policy proposal.  Trouble is they were not very explicit in what they wanted.  The 2008-2 while very close to what they wanted was fatally flawed but its length, complexity and legalistic language.  And, I might add the serious resistance by the community to any form of for-fee transfer policy.

So a policy that seemed to be OK with them (since there was little overall resistance to it) was proposed...2008-6.  Its (if I do say so myself) careful crafting was all about drawing the greatest consensus through protections, explicit rationale and simplicity barely passed the ACs assessment of consensus...this was helped by the explicit and outspoken encouragement (LA meeting) by ARIN counsel.

Then when when the Board received that proposal, obviously there were flaws that were never expressed, as they modified it under their emergency powers and the result is what it is.... 2009-1.

Debate now, moderate or otherwise, is appropriately being engaged on the ppml and hopefully, many will bring their sentiment whether supportive or opposing to the San Antonio meeting.  There and here the community may once again advise the AC on its views.  The more advice the AC receives the better the process and the better the policy expectations.

I agree entirely.  However, some board members feel otherwise.

If you feel that board members should be allowed to participate in the 
policy process absent a declaration of emergency, and the majority 
of the membership agrees with you, a policy proposal to that effect could 
rectify this (relatively recent) situation and return dialog to a more 
moderate mode.
