I think we need to think really hard about what should go into
policy and what should be an operational detail.  For instance while
I think the first e-mail should be from ARIN.NET, I would not want
to preclude the option of staff sending a subsequent e-mail from
another ARIN controlled domain in case ARIN.NET is blacklisted for
some reason.

At various times we've wanted to include operational suggestions
along with policy, and our current process provides no good way to
do that.  This however seems like a prime case of suggestions that
should be made via the ASCP around the time the policy is moved
forward, so ARIN staff can have full community input day one.  I
think the community as a whole could be making much better use of
the ASCP, particularly in the case of new policy proposals.
