I recently had to learn the ins and outs of ARIN fees, and although ARIN
updated their fee language in conjunction with their site refresh, it's
still not that clear in my humble opinion. Regardless, having learned
the ins and outs, I think it's important to make clear, with regard only
to IPv4 fees:
The annual fee to an ISP who received a "large" amount of v4 address
space in at least one anniversary year, but not an "x-large" amount of
v4 space in any anniversary year, is more than the annual fee to an ISP
who has received a "small" amount of v4 address space in at least one
anniversary year, but not a "medium" amount of v4 space in any
anniversary year.
Long story short, the annual fee is not tied to the total amount of v4
space issued to an organization.
