I believe that tracking and reporting of transfers is necessary, 
but I don't believe it is fatal that it is not in the policy, much of 
the reporting ARIN currently does is not in policy.  So, one 
could argue that it is mostly and operational issue.  I would 
recommend that if you have specific suggestions on how 
transfers should be tracked and how the information should be 
presented to the community that you make a suggestion 
through the ACSP.
