[arin-ppml] Policy Proposal: Transfer listing service

The listing service proposed would be intended to list blocks  
available/blocks wanted
like a stock listing service.

ARIN will be tracking all transfers, although I am not sure to what  
extent they will be
disclosed.  I believe the disclosure provisions of 2008-2 went away  
with 2008-6/2009-1.
