This is the wrong direction for us to be going with ARIN
policy. Even if you take out the parts which are ARIN
operational guidelines, not policy, it is way too complex
and it is disturbing to see the distinction between ISP
and non-ISP allocations being blurred like this.

Not to mention that the complexity raises new barriers
to getting IPv6 addresses which is not the way we should
be heading.
