I SUPPORT this proposal, provided that the language 
for the second condition is clarified to:

  3 years after IANA issues the last IPv4 /8s to the RIRs,

That's obviously the intent, but it doesn't say so.
So on the face of it, that would be the last /8 of
IPv6 or even IPv32... a few hundred years from now.  ;-)
