Hi Michael,

So, I'm thinking that if we craft a /24 policy, we should probably try
to preserve the good part of that (that once you got a /20 you had
only one block that you could announce as an aggregate) while
eliminating the bad part (that before you could justify a /20 you were
announcing 6 disaggregate routes). Sound reasonable?
