Hi Robert,

Let's tweak it a little bit more then:

Where authorized by their respective chosen policies and strategies,
each RIR shall designate IPv4 address space recovered from its
registrants for return to the IANA.


How's that? It's still mostly the same words as the original,
hopefully close enough to be considered the same as the other regions'
versions for IANA's purposes, but it clarifies that some additional
policy is needed to recover addresses or determine which if any will
be so designated.
