[arin-ppml] Update on 2009-3: Global Policy for the Allocation of IPv4 Blocks to RIRs

These words "Each RIR shall recover IPv4 address space which is under their
administration." in effect create a policy that requires each RIR  to
recover IPv4 address space. Is this what is wanted?

I like this best so far.

I can see that, and must agree - my vote is for revising the policy,
again, with your verbiage above -- I could probably even support it at
that point...
