This language is *FAR* better than anything previous.
There are a couple of minor tweaks still needed.
1) "shall recover IPv4 address space", is an 'imperative' to do so, _without_
_qualification_. As written, it "doesn't matter" if people are still
using those IPv4 addresses, the RIR _shall_ recover them. One can
(reasonably) argue that that is in 'extremist' reading, but it -is- what
the literal language says. <wry grin> Best to write in a way that 'cannot'
(insofar as possible) be mis-interpreted. :)
2) 'designate such space for return' does NOT put any requirement on the
RIR to _actually_return_ said space to the IANA. They can 'designate'
it so, and then sit on it, 'until time of need', then 're-purpose' it
in accord with 'chosen policies and strategies'.
Suggested tweaks:
Each RIR shall use their best efforts {{alternative language: "make all
reasonable effort"}} to recover IPv4 address space which is under their
administration.
Each RIR shall, in accordance with their established policies, return to
the IANA all such reclaimed space that is in excesss of their near-term
needs.
Clear, unambiguous, and doesn't impose "beyond reason" requirements. :)
