Here's another stab at wordsmithing:
Each RIR shall recover IPv4 address space which is under their
administration. Where authorized by their respective chosen policies
and strategies, each RIR shall designate such space for return to the
IANA.
The prior version too weakly makes the point that this policy only
describes -how- space will be returned to IANA. Some other local
policy is required to authorize any space's return in the first place.
One could reasonably interpret the prior language to mean that all
recovered space will be returned. Why talk about returning space at
all if you don't intend for space to be returned? You might not read
it that way, but such a reading is not unreasonable. Which means that
some folks will read it that way. Which means that either ARIN will
end up following that interpretation or the folks who read it that way
will be very upset with us for failing to.
