[arin-ppml] Renumber and Return inconsistencies in the NRPM

As far as I know, the Standard ISP, Multihomed ISP, and End User 
policies were developed more or less independently, and we've never gone 
back and tried to make them all consistent.  I think a policy to 
simplify the complete text of all three policies (not just the 
renumbering and return part), and make them consistent with each other, 
would be worthwhile for us to take up...
