[arin-ppml] Policy Proposal (Global): Allocation of IPv4 Blocks to Regional Internet Registries

One thing I'm not completely clear on: is the return of returned space 
to IANA intended to be mandatory?  From my reading it appears to be 
("Each RIR
shall at quarterly intervals return...")

I'm not sure of my own position on that yet, but I think it's important 
to discuss the ramifications of returning all returned space to IANA, 
redistributing it amongst all RIRs, and only then re-allocating it to 
LIRs and end users.  (Without such a policy, I assume that the process 
of re-allocation would be much faster, with each RIR acting independently.)

It would also be worthwhile to consider whether any transfer policies or 
incentivized return policies would be affected by this.  (For example, 
if ARIN pays someone to renumber and return space, would that space have 
to be returned to IANA?)

A very interesting and important proposal.  I look forward to discussing it.
