To Correct my Error, it isn't FUSC it is in fact FUSF, The Federal Universal
Service Fund

Actually, most of that fund should be coming from the FUSC, Which I think
stands for the Federal Universal Service Fund (which I know isn't right,
seeing as that would make it FUSF, But its something along those lines) The
FUSC Is around to "Help Out" us Little guys in the country, by balancing the
costs to provide service. As in NY or California you may have 1000 people
in several blocks, whereas here in KS we may have around 1000 people in an
entire county. I believe that fund gains value by a charge paid by the
people on their monthly phone bill, but I may be mistaken

One reference I found quickly from the "official" page that directly relates
to smaller network carriers getting better access to tech monies..

Snippet from: http://my.barackobama.com/page/content/ruralplan/

    * Reform the Telephone Universal Service Program: Obama will direct the
Federal Communications Commission to propose reforms changing the Universal
Service Fund program from one that supports voice communications to one that
supports affordable broadband.

End of Snippet

I still don't quite understand where he thinks all this economic incentive
money is coming from, but I guess it's not up to me anyway..
