[arin-ppml] Why are ISPs allowed?

speaking as a network administrator and consumer both, I would be really 
unhappy if isp(s) forced customers to nat.
This would prevent many services that require "real" ip addresses from 
working and would greatly increase the problems admins would have to deal 
with due to the nat.
