I'm going to start a new thread to reply to this, as this is existing 
policy text, not something that this proposal would change...

If anyone has suggestions for a better metric, please share.  But IMO 
this policy proposal is structured to make it easy to change that metric 
later, so I'm not too worried about it if we have to wait until we have 
some experience with IPv6-only networks before we decide what it should 
be changed to.
