Nobody is holding a gun to anyone's head and telling them they HAVE
to go get on to the Internet and request a big block of IP addressing.

If you choose to be private, you can just not do that.  It's also
interesting to note that the notorious celebrities like Rushdie quite 
often DON'T choose to hide (and in fact do the exact
opposite, Rushdie has been on plenty of British tabloids, and has had
a string of supermodel girlfriends, etc.)
